KEYNOTE: LUCIAN CERNAT

Lucian Cernat is Head of Global Regulatory Cooperation and International Procurement Negotiations at the Directorate-General for Trade of the European Commission. He previously served for over a decade as the Commission’s Chief Trade Economist, providing economic analysis informing policies that govern more than €4.5 trillion in annual EU trade flows. Before joining the Commission, Dr. Cernat worked at the United Nations Conference on Trade and Development (UNCTAD) in Geneva and served as a trade negotiator for the Romanian Ministry of Foreign Affairs, contributing to bilateral free-trade agreements ahead of Romania’s EU accession. He holds a PhD from the University of Manchester and a postgraduate diploma from the University of Oxford, and is the author of more than 20 publications on trade policy, global supply chains, services trade, and corporate governance. He is also a regular contributor to VoxEU and other leading policy platforms.

PLENARY: CENTRAL AND EASTERN EUROPEAN ECONOMIES in the international economic context with Dariusz Rosati

Dariusz Rosati is a Professor of Economics at the Warsaw School of Economics, where he first joined the faculty in 1990. From 1991-95, he worked at the UN Economic Commission for Europe in Geneva as head of the Section for East-Central European Countries. He has consulted for UNIDO, the World Bank, the UN World Institute for Development Economic Research, the International Labour Organization, and the Commission of the European Communities. Dr. Rosati served as Minister of Foreign Affairs of the Polish Republic from December 1995 to October 1997 and was a member of the Monetary Policy Council from 1998-2004. He was a Member of the European Parliament from 2004-2009 and 2014-2019. He holds a PhD from the Warsaw School of Economics (formerly the Central School of Planning and Statistics) and is the author of over 200 academic publications and press articles including four books. He has on three occasions been decorated for his academic achievements by the Minister of Science and Higher Education.
